The Community Economic Development Expertise Enhancement Act, H.R. 1480 , (CEDA) was reintroduced March 27, 2003 in the U.S. House of
Representatives.
CEDA authorizes $235 million to provide technical assistance and capacity building funds, including $75 million a year to go DIRECTLY to CDCs.
The House bill was introduced with 22 original co-sponsors, led by Congresswoman Stephanie Tubbs Jones (D-OH), CEDA's original sponsor in 2002.
A companion bill will be introduced in early April in the Senate.

Specifically, CEDA will:
ensure that opportunities to undertake viable economic development projects
are widely available throughout the United States by extending capacity building activities to geographically diverse CDCs;
expand the project development capabilities of CDCs through retention, hiring, and training of skilled staff;
establish a three-year program of grants which promotes the use of
mentoring relationships to CDCs' access to legal, financial, and
construction design resources and services; and
authorize investments by regulated financial institutions in community economic development projects of eligible CDCs.
