TWO NEW PAPERS ON URBAN LAND REDEVELOPMENT
In partnership with CEOs for Cities, two new titles in a series of papers on vacant and abandoned are now available. “The State Role in Urban Land Redevelopment” reports the results of an extensive survey of state legislative and program initiatives that can boost cities’ to redevelop vacant and abandoned properties. “City Fiscal Structures and Land Development” examines the relationship between cities' decisions regarding land redevelopment and their underlying fiscal structures.
URBAN CENTER RELEASES ANALYSIS OF HOW TIF LAWS CAN FLOUT THEIR INTENT
“Reclaiming the Intent: Tax Increment Finance in the Kansas City and St. Louis Metropolitan Areas” assesses the use of tax increment finance (TIF) in Missouri and finds the state’s vague provisions and weak oversight allow substantial abuse of the anti-blight tool, particularly in the St.Louis area. There, the study finds TIF is frequently used by high-tax-base suburban areas in the outer parts of the region—places with little need for economic development aid.
